Cancelling Google developer console account

Your Google account IS your developer console account. You cannot cancel a developer console account separately. You can do the following however:

- Add/Remove billing accounts for payments.
- Add/Remove accounts from existing projects.
- Add/Remove projects.

Most likely what you're trying to do is either remove a billing account, or remove an account from an existing project, or remove a project altogether. All this is manageable from the developer console:

https://console.developers.google.com/

Check under "Billing" to manage the billing accounts.
To remove accounts from projects, check under "Permissions" after selecting the project in question. To delete a project altogether, click on the pull-down menu in the top right corner of the console where it either shows your selected project name, or "select a project", and choose "manage all projects". From here you will see a little trash can icon next to the project name which you can use to delete the project. You'll be asked to type the project name or ID I think to confirm you really want to delete it. You have 7 days to recover a deleted project, after that it's permanently removed.
