server 2008 r2 french - exchange 2010 french SP3 install fails with error for MSExchangeProtectedServiceHost

Exchange 2010 French with SP1

When i install Exchange 2010 SP3 the update fails on TRANSPORT HUB saying it cant start MSExchangeProtectedServiceHost..

Basically it says that the service cant start because it might be disabled or that no active peripheral is associated with it... when i go check the service, enable it, start it and retry i get the same error over and over....

Yest IPv6 is enabled on the server if you are wondering...

any ideas?
