Understanding ACL

I have a VLAN Interface 100 & I have applied ACL as IN direction.
VLAN Interface 100 IP is 192.168.100.1

Interface Vlan10
ip access-group VLAN100_IN in

ip access-list VLAN100_IN
  40 permit tcp any 10.10.10.128/28 established
  50 permit tcp any 20.20.20.128/28 established
  60 permit tcp any 30.30.30.0/24 established
  80 permit tcp 192.168.100.0/24 eq  443 11.11.35.4/32 established

I would like to understand how the ACL applied in IN direction works.
Will the IN will be applied to traffic originating from VLAN 100 from segment (192.168.100.0) or will it be applied to any traffic coming from outside into VLAN 100

When applying ACL to interface VLAN in IN direction ACL is applied to traffic exiting from VLAN, and OUT direction is applied to traffic entering VLAN.
So, it will be applied to traffic originated in VLAN 100.

How to read the IN acl.

Think of it from the perspective of the interface.  An interface is a doorway from the router (or switch) to a network (or VLAN).  If you are the VLAN 100 SVI (interface) then you are the doorway to VLAN 100. Anything entering your doorway (ip access-group in) has to be coming from VLAN 100.  Anything exiting your doorway (ip access-group out) has to be going to VLAN 100.
