Adjusting User Settings without user being logged in Server 2012

Is it possible to adjust a users setting without having them logged on. I need to add some sites on  compatibility settings. I also need to load a configuration file on a client computer but can only do if I'm logged in with the user in front of the computer. This would reduce downtime for users. We are currently using System Center Configuration Manager.

You can access the whole file system and registry, that's all there is, so no, you don't need his logon.

So you don't know how to modify his registry hive? You need to mount it like this: Open regedit, select hkcu, then in the file menu, select load hive and as target, you select his ntuser.dat and mount it then as some name you may choose, modify it and afterwards unload it.

How do I find the specific user's dat file. When I select HKEY_CURRENT_USER I'm unable to select Load Hive. Can you break down the steps? Thank you
Oops, Typo.
Select HKU (not HKCU). Then load hive c:\users\targetname\ntuser.dat
