You can go.

In the console tree, navigate to Organization Configuration > Hub Transport.
In the result pane, select the Global Settings tab, and then double-click Transport Settings.

I am not aware of showing recipient limit in EMC.
Either you have to follow this URL to see limit of each mailbox https://technet.microsoft.com/en-us/library/bb310760(v=exchg.141).aspx 
or use the below command which will get you the name and limit
Get-Mailbox | select Displayname,RecipientLimits | Export-Csv C:\Recipientlimit.csv
