What is the best approach to increasing my network from /24 to /21 network?

I would say the best approach is not to.  Install a router and use separate /24 subnets.
Vlan. Separate the servers withe static IPs keeping them in the existing and the DHCP enabled systems transition to the second vlan using ip helper/DHCP relay agent to send requests to your DHCP server/s where the new IP range is added as a scope and on your router/firewall inter vlan/ip segment communication.

/24 to /21 is an increase of a factor of 8.  That's a lot. From 256 to 2048.
Do you really need that many more addresses?

You should understand the arguments for splitting it up.  Some arguments are out of date due to smart switches.
