How do I create a custom menu sidebar so that posts that are auto-generated can be put into categories?

The posts have various categories such as parts, exhaust, steering, oil, etc.  I would like a drop down to appear in right sidebar that has a mini-menu with categories that people can use to find tips quickly.  I don't need this sidebar on any other page but the Tips page.  

I was told to do the following by template support.  Not sure what they mean.

Use the custom menu widget and create a menu with categories, or use the default WordPress categories widget to show these in the sidebar.

Maybe there is an option to NOT include posts that have a certain category?  If that is an option, I can simply put the slider images as posts with that category and they would not appear....

Using the WordPress menu system, you can simply create a new menu that has all of the categories you want to appear in it.  Then use the menu widget to add that menu to your sidebar.

There are also plugins that will create menus and drop downs based on categories, but try the above first.
How do I create a menu that is only for one page?  

How do I then put that menu ONLY on that page?
