Sync network devices with windows time server

I have a windows server 2008 r2.
All my windows 7 client sync fine with the server

I want to sync my other network devices with the server so that everything has the same time.
This includes: switches, phones, keycards, etc.

When I enter the IP of the server into my switch (Dell Powerconnect 3524) it is unable to sync the time.
I have also check the phone system and the times are not synced there either.

I have check my server firewall and UDP 123 is set to allow for inbound traffic.

I am not sure where to go from here.

Yes, I have set those registry settings.

I used w32tm to double check that the time is available and it was.

I contacted the vendor of each device and they all have some weird methods to connect and sync the data.

Using their information, I connected and have gotten it worked out.
