Cannot Expand certain Email Distribution Lists with Outlook 2007-2010 and Exchange 2007

Users can select the + mark next to a Distribution List item in Outlook to expand it but some lists will let them and some will not.
They get the message  "Cannot perform the requested operation. The command selected is not
 valid for this recipient. The operation failed." on the lists they cannot expand.I've looked all over but can't find where the permission would be to let them expand those distribution lists.

Check the DL Expansion server properties. Change it to any server.

use ADsiedit.msc >Default naming context > user (path where is DL object in AD)

select the DL  go to properties
