Web Part Not Appearing Wiki page SharePoint 2013 Online

Sharepoint 2013 online. I have added the noteboard web part to a wiki page in Sharepoint 2013 online. It shows when I'm in edit mode but nothing appears when I'm in browse mode. I've tried other web parts and they don't show either. Please advise.

I add it by putting the page in edit mode, click insert tab, click web part, click categories, click social collaboration, select note board and click add.

this is because Microsoft retired the Note and Tagging feature a couple of time ago, BUT the web parts are still there.

Note Board and Tag Cloud web parts in the web part gallery

Still visible and enabled. The web parts will show up as blank when added to a page.
