Connecting to Cisco VG224 for the first time

I am trying to connect to a Cisco VG224 via console cable with USB to Serial adapter. Configured both the port and the putty session with the following. But not able to connect. Re-Installed the drivers for the adapter and still nothing.

COM4
9600 baud
8 data bits
1 stop bit
no parity
no flow control

Can you support me with print screens of Device Manager of the PC running putty?
Please make sure to expand Ports (Com & LPT).
Moreover, please provide a screenshot of port settings on USB to Serial adapter port.
Another print screen of Advanced port settings.

stupid question, how do you do a default settings reset?
You need to break into rommon on the switch while booting. Then use the set BAUD 9600 and reset. Reset your connection into switch to 9600 then and reconnect.
BAUD is case sensitive in rommon. You can see this below, where it adds baud at the bottom of the rommon variables but doesn’t change the original at the top

Rommon mode is the most basic capacity a router can function in. When a router boots into rommon mode it either means that it has no IOS image to boot from or that you have interrupted the router boot process with an interrupt key stroke. The key strokes on Windows are usually holding down the control and break keys (break can sometimes require a function key to be held down also).
Turns out it was a bad console cable. We tried two different ones shipped out from the company we bought the vg224 from. They are not Cisco branded cables. Once we located a Cisco branded cable all is working.
