if a service runs as local system, it can access files like antivirus/malware scanning and utilities of that sort

System is the god mode of all users. it has permissions to do ANYTHING on the local machine.

The system account is used by the operating system and by services that run under Windows. There are many services and processes within Windows that need the capability to log on internally (for example during a Windows installation). -- As per Microsoft (https://support.microsoft.com/en-us/kb/120929)
