The first step would have to be testing your software against Windows 10.

Update a a single notebook and then have some users test the software they are using on this to discover if the upgrade is going to cause any issues

We want to install Windows 10 in a VPC within a current Windows 8 PC.  We want to know is we can do that with lest problems?

My comment still stands. The area which has the potential to cause the most issues is compatibility with your current drivers and applications. Before even looking at how you will roll this out you need to set up a test machine manually and perform testing to discover and issues

We don't want to install W10 to an actual PC.

We want to install W10 to a virtual machine within a Windows 8 PC.

That said, what are the proper steps to setup W10 in a VPC environment of W8 PC?
It is very easy to do, just like any other VM. just install Windows 10 as a VM into Hyper-V, or whatever hypervisor you prefer, just like any other OS.

You can even first install Windows 7 or 8.1 as a VM, then upgrade that VM to Windows 10.

you install on a virtual machine exactly the same way as with a physical machine.

Guys, thanx!!! Super obvious, install it as any other VM (for some reason we were so focus on that window 10 was something different that it would no way be able to be installed in a window 8 hyper-v machine).
