If you are using Win2012R2, there is no need to deploy a 2nd ftp site on an alternate port.  IIS 8.5 allows for ftp sites to operate with host names, in the same manner as websites in IIS.

The added benefit of this is there is no need to tweak any firewall rules, either on the server or at an network perimeter device (firewall).

Unless there is some major overriding reason to not configure the site to use industry standard ports, I recommend configuring the 2nd (and any subsequent) ftp sites with Host Names.

For reference:
Example of an IIS 8.5 ftp site using Host Names in the configuration of the site Bindings.
