Using Magento 1.9.1.0<br />

I'm unable to change the Table Rate Shipping charges from one value to another, as I cannot find where to import the usual CSV file.<br />
When we set the site up , there was an Import button somewhere on the Shipping Methods page, but this is no longer available.<br />
<br />
Can someone help me to export the current settings so that I can change the value and then re-import it, or can someone tell me how to change this any other way please.<br />
<br />
We are not using any other plugins or extensions for this - just whatever comes with Magneto.<br />

Using Magento 1.9.1.0
