0x800ccc13 error in Outlook 2013 and 2016

On Outlook 2013, my son's account was getting an error "0x800ccc13" when trying to send email. I repaired the outlook data file and still received the same message. I upgraded to outlook 2016 and still received the same message.

The send/receive test when creating/editing an account is successful.

What can I do?

did you try to change outgoing port try to use SSL with 465 or TLS with 587

port was already set at 587, as per the recommendation of the mail host.

I am not finding a solution, so I am abandoning this (it is also difficult to debug when my son is not at his computer).
