Web browser pop up keeps coming back

I have a client that keeps getting a popup. This is on his home and work PC's. I have run malwarbytes, adwcleaner, rkill, tdsskiller, combofix, microsoft security essentials and have vipre anti virus installed.

Combo fixed seemed to fix it for a day but it was back by end of next day. He is pretty good at getting viruses... So it is hard to tell if he is just re infecting himself visiting a bad website or if i am not cleaning it off. Attached is a picture of the pop up.

I have reset browsers and cleared temp folders also.

Download, install and run Process Explorer from Microsoft (Sys Internals). Look under the Explorer tree (left side) for strange (alphanumeric) processes. If these exist, kill them but do not restart.

Run Malwarebytes again to get rid of viruses and malware.  Now restart.

If you still see the popups, restart in Safe Mode, no networking and run Malwarebytes in Safe Mode. Remove malware that way.

See if either approach above works.
