install command in linux

HI,
I came through the following command : install -d /var/log/%{name} -o %{username} -g %{groupname} -m 750
what does it do ?
As on man pages what i understood is that it copies the files/folders in current directory to /var/log/%{name}
But i tried it inside a directory install -d ../tmp2 It didnt copy anything to tmp2 .

install -d will create the directory /var/log/%{name} and -o sets owner to username and -g the group to group and an -m the access mask or rxwr-x--- (750)

see following example output
 
linux-2sj1:/tmp # ls -l
total 0
linux-2sj1:/tmp # install -d dir -o ftp -g at -m 750
linux-2sj1:/tmp # ls -l
total 4
drwxr-x--- 2 ftp at 4096 Oct  9 08:38 dir
linux-2sj1:/tmp #
