Microsoft Windows 2012 R2 -- VM licening ?

Currently the below is doable

 1. purchase one Microsoft Windows 2012 R2 STANDARD license
 2. install on one PHYSICAL box as HOST server
 3. setup two Microsoft Windows 2012 R2 STANDARD VMs

I assume the below is also doable or do I need
to purchase two Microsoft Windows 2012 R2 STANDARD
licenses ?

 2. purchase VMWare HOST software
 3. install VMWare HOST on one PHYSICAL box

Yes, as you'd stated, it looks good.  Why you want to purchase VMWare for presumably for 2 VMs when Hyper-V is included, I'm not sure.

1 Server license allows 2 installs of server 2012, you might find that it will include the host hyper-v machine and then 1 single VM. If you are after 2 productions servers independent of the hyper-visor you might want to look at installing ESXi (free) then the two Microsoft servers on top.

That is correct.

Standard License entitles you to run 2 VMs.

You may consider a Datacenter licenses, for multiple VMs, depending on how many VMs, you need to host.

Windows Server 2012 R2 will allow you to install Windows Server 2012 R2 on host, install hypervisor and create TWO virtual machines (VOSE).

A: Both Standard and Datacenter editions provide the same set of features; the differentiator is the number of Virtual Operating System Environments (VOSE). A Standard edition license entitles up to two VOSEs on up to two processors (subject to the VOSE use rights outlined in the Product Use Rights document for Volume Licensing or End User License Agreement for other channels). A Datacenter edition license entitles unlimited number of VOSEs on up to two processors.

The only stipulation is that the host machine only have the hyper-v role installed. If you add more roles then you lose I Virtual License. This makes it an even playing field for hyper-v and vmware

If you purchase datacenter edition of windows server then you can host unlimited number of VM's depending on the hardware capability and need to buy license only for guest OS. If you go with VMWare you need to also pay for virtualization technology as well as for OS.
Moreover if the enviornment is growing then the best option would be to use KMS for licensing on multiple windows servers

Standard edition licensing allows for 1 physical machine with the hyper-v role (only role allowed) and 2 virtual machines.
DataCenter licensing - unlimited Server 2012R2 virtual machines and no restriction on the physical machine roles

For both editions this is for a 2 CPU machine, the number of licenses required for a particular machine is # of physical CPU's /2.. a 3 or 4 cpu machine will require 2 licenses. with standard you are still limited to the 2 Virtual Instances in a 4 physical cpu environment.
