Bulleted problem in Word 2013

I have attached a 2013 Word document that is giving me fits. Open the document on the second page towards the bottom I have heighted the problem. The in blue is correct however I can not change the bullet type w/o affecting some other bullets above the blue text hat's wrong and how I correct this. It appears there is some "link" to other bullets?

I can't reproduce the problem. I right-click on  the paragraph with the text that has an open circle as a bullet. I select 'Bullets' from the context menu and click on the solid bullet icon. This changes the bullet for that paragraph and I can't see any other changes.
Can you post an 'after' document, so we can see what happens in your case?
You have changed the list level on the second bullet section probably inadvertently and then did a decrease indent which didn't change the list level.

I think if you go back to the end of the statement above and eliminate all the paragraph marks and try it again you should be ok or just correct the one by adjusting the spacing you should be okay.
