W10 File Dialog Box Gone

I just upgraded to W10 and tried to download my first file. Prior to the upgrade after the file was downloaded I would get a File Dialog Box that had a File Save As option. This would allow me to put the file where it was needed. Now that dialog box no longer appears and it puts the file in the download folder and I have to use File Explorer to move it where I want it to be. Is there any way with W10 to get that dialog box back?

I use IE 11 for Windows 10, set it to default and the Save As dialogue DOES remain there in IE 11.  I use it all the time.
What browser are you using?

When I try to run iexpore.exe it tells me this app is not supported on this PC.

it's iexplore.exe, not iexpore.exe

Go to Start, Settings, System, Default Apps and select IE as your default browser. For sure it is supported.

Go here with Windows Explorer:  C:\Program Files (x86)\Internet Explorer , right click on iexplore.exe, select Copy, put your mouse on the desktop and select Paste Shortcut. Now IE is on your desktop.

You can Pin IE to the taskbar and unpin Edge if you wish to .
