why cant PA see manager's calendar items

Set up:
HP Proliant ML350 G6 24 GB RAM installed
Microsoft SBS2011
MS Exchange 21010 SP3 v 14.3.123.4

Lenovo Think Centre Edge 71 4GB RAM installed
Windows 7 Pro SP1
MS Office 2010 full updated
PC was full updated last week

User A is PA for the company and has full access permissions set for every mailbox in the org
additionally is set as an Author on the calendar folder of user B

User A can see 19 mailboxes in the folder list in Outlook and can see Calendar items for other users but cannot see calendar items for user B. user A can see user B's inbox and emails therein

however when user A logs on to OWA she can open other users folder and can then navigate to user B Calendar folder and see items as expected

any pointers on where to look with this?

Issue is with OUtlook cache. do one thing set Outlook in Online mode then check.

try resetting the rights to B using OWA instead of outlook.

Outlook was not using caching mode

however outlook was specifically connected to one of the other mailboxes that user A has full access to

removed the specific connection and now we can see the calendar items for user B
