Address bar & Menu Button missing when Chrome is launched by a shortcut

Although I still prefer Internet Explorer, I have needed to use Google Chrome more frequently, because IE doesn't perform certain functions on some websites.  Running Windows 7, I've created shortcuts to those websites in Chrome, but when they open, the address bar and menu button are missing.  If I simply launch Chrome in a normal way, that issue does not happen.  Is there a fix for this?   I attached a screenshot of a Chrome browser window which was opened with a shortcut.

The shortcuts have the following properties:
"C:\Program Files\Google\Chrome\Application\chrome.exe" --app=     Where "" is replaced with an actual target.Chrome window opens from shortcut without address bar or menu button

Thank you.  I needed to leave "Chrome.exe" in the properties, or the shortcut just targeted the folder on my computer where the Chrome application resides.  But omitting the --app= solved the issue.
