For a cell in Excel overfilled with text that can't be displayed in full, what is the best way to display all text upon hovering with the mouse or selected with cursor?

For a cell in Excel overfilled with text that can't be displayed in full, what is the best way to display all text upon hovering with the mouse or selected with cursor?

For example, if I use Data/Data validation/Input message, is it possible to make this dynamic so that the message displayed is what the cell contains?

Or would I need to use VBA?

In other words, the cell's size is too small to display all the contents, and I want all contents in it to be displayed when the cell is selected with the cursor or hovered over with the mouse pointer.

I have Excel 2007.

Try below steps and see if it helps.

Select the worksheet -> Home Tab -> Click on Format Dropdown -> select Autofit row height.

I need to keep the row height and width the same all the time, so I need some way of displaying the text in the cell superimposed on the surrounding text upon hovering or selecting the cell. Superimposed or in a popup window which vanishes as soon as the cursor or mouse pointer leaves the cell (no need to click anything).
Expand the formula bar before you need to see the text.  See example.

It works fairly well to expand the formula bar, but isn't there any better way? I still might enter too much text so I have to scroll in the formula bar. The best would be a popup window that opens when hovering with the mouse and immediately closes when the mouse pointer leaves the cell (or the cell is not selected anymore).
Hmmmm..  Sounds like a VBA item to me.
