Browser needs to be IE 6 compatible.

Some EMR interface was designed for IE 6.  I spotted an article once to make IE 10 work with it. It does but now another new computer has the same issue and I can't find the article to make this compatible like the other windows 7 computer.  Simply adding the site to compatibility section doesn't work.  ANy suggestions?

In Internet Explorer, press F12 to get Developer Tools and select the compatibility mode to work in. This is likely what you are referring to .

I think the confusion here might be between "compatibility" and "emulation" -

Compatibility mode - you've already described doesn't work in your situation.

What John is describing is emulation (where the browser tells the webpage it's a different version)

To get IE to emulate IE6 (For IE11)
This opens the Developer Tools window
Maximize the Tools window
Click on the Computer icon at the bottom of the left column or choose Emulation from the top menu bar
Under Emulation Mode settings click the drop down arrow for "User agent string"
Choose the minimum version that's compatible with the web interface you're using on the EMR - in your case IE6

You shouldn't need to restart IE when you refresh the page, it will now tell the website it's the browser version you selected.

On a separate note a lot of EMR modules just report that they can't guarantee compatibility with anything better than IE 5.5/6 but this doesn't mean they are not compatible it's just a warning message left in by the programmers when they were worried about older versions.  This is especially true of xray/imaging packages.
On my Win 7/IE11 PC, Developer Tools does not offer emulation to IE 6--just IE7 and IE5.

Same on my computer but IE 7 should be close enough.
Try both versions of IE or even IE8.

IE 11 said after setting emulation to IE 6.

"Quickchart Version 3 only supports version 5.0, 5.01, and 5.5 of Microsoft Internet Explorer for Windows"

I downgraded to 10 and it works now.  Thanks guys!
