Menu bar dropping down

I am in the process of cleaning up a wesbite. The code is sloppy so half of it is indenting and half is organizing pages to where you can more easily discern what is going on.

Please view the rates page, the menu bar drops down to over half the page only on this page. I would debug this but unfortunately I am going to be stuck cleaning up some stuff and writing better PHP.!3931&authkey=!AIE3kdtZ65qsyZ4&ithint=file%2czip

It is because the rates page has the 'maxwidth' masthead banner contained within the navigation layer due to there being no closing </div> before the line <div class = "maxwidth">. Add </div> and it will be fine, see example:
