How to create a fallback and loadbalancer setup between to cPanel servers to speed up sites and provide fallback?

I have two servers, one VPS with cpanel with this licence and a webshotinghub shared hosting also with cpanel. Is there any way to use the webhostinghub server to provide a fallback and load balancer to speed up and make my sites more secure should something happen to one of the two servers?

you need another server or appliance to be the load balancer  
all requests initially go to the load balancer and the load balancer then decides where to send the requests onward.

at minimum yes perhaps the load balancer can point to itself but not recommended if you have to take that server down for maintenance.
internet  <> LB - server 1
                           - server 2
                           -  ..... server 999
