How is this possible? When you initally setup a new Forest it fails if you do not have a proper FQDN. <br />

You can do a domain rename however that would break Exchange so your only option would be creating a new Forest Root domain and then migrating to that one. <br />

Exchange 2010 for sure and maybe 2013 still support Single Label Domains, but not switching from SLD to FQDN.<br />
