I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Well it says you use SQL Express, the agent is not a part of SQL Express. So it can't start!

To fix maintenance and stuff you can use several different options.
This is a simple aproach if you don't like to code and check stuff yourself:;

Otherwise look at Ola Hallengrens solution, and fire it off using osql and windows scheduled tasks.

As mentioned above you're using SQLExpress. SQL Server Agent doesn't work with Express Edition so you'll need to decide if you want to upgrade to Standard or Enterprise Edition (any of those need licensing) or you want to keep with Express Edition and use Windows Task to schedule your SQL Jobs.

You have another alternative for use in a home lab, that won't entail the expense of an enterprise or standard version but which will give you the agent access. Obtain a copy of SQL Server Developer Edition. Prices vary, and availability of old editions is usually very limited, but you should be able to get a copy of 2014 D.E. from Amazon for about $50.
