SQL 2012 "TESTDBUPGRADE " is failing

I'm trying to test my sccm 2012 DB upgrade and in the log I getting a conntection failure.

I built a new test server 2012 R2 running sql 2012. Same version as my sccm server.
I copied the DB over and atteched it to the test sql.
then I ran "setup.exe /TESTDBUPGRADE cm_sjc"

Now I see the following in the C:\ConfigMgrSetup.log

Looks like old or maybe wrong connection values were provided in the connection strings and they need to be fixed for this process to work OR you did not execute the command with sufficient rights - like "Run as administrator"?

I'm running the command in an elevated command prompt and I;m and admin on the system.

What do you mean by "wrong connection values were provided in the connection strings". How do I fixed the connection string values.

I think I may have referred to wrong path - something like" Go to Software Library -> Packages and right click Your Configuration Manager Client Package and click Update Distribution Points."
Regardless of that it seems like some access/permissions are not there to read the proper registry keys assuming they are all there as they should be - please double check In the left pane of SQL Server Management Studio, expand Security – Logins and make sure the NT account you're using is DB_OWNER in the User Mapping in the left pane for the newly attached database. In Database role membership for: <database_name>, select db_owner.
