"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Please check the file "/etc/ftpusers" on Ubuntu.

If it contains a line

(I'm rather sure it does) then root is denied access and you must either remove the line containing "root" (old format) or,
if there is also a line containing just an asterisk ("*") explicitly allow access (new format) with

root allow

Please be careful - allowing root access via unencrypted FTP is generally considered a security risk.

Ubuntu does, for sake of security, not allow  root logins via password from any source. But ssh via pubkey is working.

So you can create an ssh key pair and use ssh with public key authentication to connect via filezilla. Here is some documentation on how to use filezilla with key auth.
