Create Server side Exchange rule

For many reasons I am changing my customer(s) Antispam software. At the moment we are trialling AVG Email Server. The issue I am having is that it does not remove spam it merely tags the subject line with [SPAM].
Now the frustrating issue is that obviously clients are still getting spam through its just marked. What I want to do is apply a server side rule to move any email subject containing [SPAM] to the outlook spam folder or secondary folder of my choosing. As I have about 15 sites and 250 users I need to be able to do this from the server and not on an individual mailbox as also most of these users have phones etc and I do not want to rely on clients Outlook running

Any suggestions please, and as I am sure you all have opinions on Antispam protection I really would like to fix this issue and not change to something else. The servers are all SBS 2011

Thanks!
