Macro to create a repoart from a table. Excel 2010

Quick support from the experts is needed to create a macro to accomplish step 2 below (I will post another question today under my username to see if an approach I suggest can lead to the answer:

1. takes the table in the attached excel file in sheet "Data". This is the sheet with the input to the Macro.

2. Needing macro to create an output of a table based as per sheet "RESULT WANTED".

Clarification on step 2 (following explanation referencing sheet "RESULT WANTED".
-The grey section i.e. column headers (C3:P3) is fixed label and the rows headers (A4:A107) stay with same labels.
-The projects that match the label (for example: RFQ-Est. and week "2015..Wk3" its project name should be written in that cell (for example as in cell B6).
-In this case there are two projects which fulfill this criteria so both are included in the same cell, where each consequent project after the first one in that cell (others where more than one project fulfill the same criteria) and are entered in the same cell but in the next line below (manually one would hit SHIFT+ENTER).

I am still looking for the same output.

But to put my question from Another perspective.

When one uses a lookup formula excel bring only the first results which matches the criteria, but in this case I already know there may be several which may match the criteria - then I am already asking how to deal with this scenario.

I am looking to be able to list all the values which match the criteria and insert them in the same cell.

Please ask if you have any questions, this post is very urgent and important for me.

I don't have a solution but I do have some questions. How important is the structure that you've provided on the RESULT WANTED sheet? Are you open to a different format? Would a VBA solution be acceptable?
VBA solution would definitely be accetable.
Could you please provide a solution within an excel file?

Your Results Wanted sheet lists Week information in this format: 2015..Wk_1
but your Macro_Output sheet lists Week information in this format: YR15-Wk_1. Which is the correct format?
I have now changed it to Y15..W_1 to have it more clean.
