How to do this across a 10,000 computer Enterprise?

I had this question after viewing Run Applications “As Administrator” in Windows 8.1 and Windows 10 from a Standard User login.

Sound great for 1 machine but not for the enterprise

Short answer: You don't. Terribly insecure method. If you nevertheless insisted to, you'd use cmdkey.exe to save credentials.
