Problem with css file

I refer to the css file like
    <link rel="stylesheet0" type="text/css" href="StyleSheet1.css">

but then the css styles cannot be reflected well on the page. why?

and Stylesheet.css is in the root directory of your website?

The css file is well existing within the deployed project path, as it is a file of the project.
For starters, you have rel="stylesheet0" in the link.
Remove the trailing "0" and see if that fixes it.
