Windows laptop giving general failure on ICMP…

My windows 7 laptop can’t communicate with other network resources or connect to the internet.
-       On LAN cable, it does receive an IP but I can’t ping to any other network device with or connect to the internet.  I thought drivers could play a role but no luck
-      I’ve tried WIFI or a 4g modem but no avail, similar problems
-      Firewall and AV turned off but no luck.  

The following commands were run in admin mode but no luck
Ipconfig /flushdns
Ipconfig /release and renew
Ipconfig /registerdns
Netsh> winsock reset
Netsh> int IP reset reset.log

Windows system restore was done but still no luck, restore point looks too recent… please advise whether you guys have encountered this before.

I know this sounds like a silly question, but have you got a valid default gateway?  Also, are there any machines on your same subnet that you can ping?

Are you able to ping loop back address ( or the laptop itself?. Perform a  "tracert your gateway address" - Is this reaching till the router atleast?

May i the good option would be taking backup of your data and re-install the OS.

Scan for virus or malware.  if detected and clean up doesn't restore functionality, backup data, wipe the machine and rebuild.

sorry for the late  response,  I had to use  the offline password reset tool to log back into the machine.  I got logged out after a system restore and I couldn't remember the local admin password.

Re-install will be our last option
