Cannot export database (Oracle 12c (12.1.0.1.0), Windows 7) via the command prompt

I need assistance with exporting on my local development machine (Oracle 12c (12.1.0.1.0), Windows 7).
I'm opening a command prompt in Administrator mode then typing:
set ORACLE_SID=orcl
then
exp owner=ORCL file=orcl_20151019_exp.dmp log=orcl_20151019_exp.log
I'm inputting Username - sys as sysdba then sys password when prompted.
It then errors with EXP-00010: ORCL is not a valid username, however, ORCL is valid as I'm running SQL commands into ORCL via TOAD.

Also, it fails if I try to use Username - / as sysdba with EXP-00056: ORACLE error 1017 encountered
ORA-01017: invalid username/password; logon denied

Neither of these issues occur on the live server (Windows Server 2003, Oracle 11g (11.2.0.2.0)).

Try single or double quotes around the username:
exp '/ as sysdba' owner=ORCL file=orcl_20151019_exp.dmp log=orcl_20151019_exp.log

Did you manually create the ORCL user?

exp '/ as sysdba' owner=ORCL file=orcl_20151019_exp.dmp log=orcl_20151019_exp.log

LRM-00108: invalid positional parameter value 'as'

EXP-00019: failed to process parameters, type 'EXP HELP=Y' for help
EXP-00000: Export terminated unsuccessfully

ORCL was the original set-up User/Schema on the database, back in Aug 2014.

Forget the double quote example.

The one with the single quotes seems like it is connecting to the database but cannot find the ORCL user.

Triple check the user exists:
sqlplus sys/<password>@orcl as sysdba
select username from users order by 1;
1

Tvm slightwv, I've just got it to work by realising an error in my syntax. The owner was not ORCL:
exp 'sys/<password>@orcl as sysdba' owner=<owner> file=orcl_20151019_exp.dmp log=orcl_20151019_exp.log

However, I've still not worked out why / as sysdba doesn't work. Any ideas/documentation?

I didn't think so but I had to take you at your word...

Could be a couple of things:
My first guess is the user running exp isn't in the dba (Unix) or ORA_DBA (Windows) group.
My second guess is in the sqlnet.ora file if you are running Windows.

I changed
  SQLNET.AUTHENTICATION_SERVICES= (NONE)
to
  SQLNET.AUTHENTICATION_SERVICES= (NTS)
I stopped/started the database then successfully executed
  exp '/ as sysdba' owner=<owner> file=orcl_20151019_exp.dmp log=orcl_20151019_exp.log
