Java Page Setup appers for non desktop administrators

we are printing  from web pages using java 1.7.79 and the Page Setup box will appear if the user is not a member of the administrators group on the local machine. if the user is an administrator, the normal windows printing box will appear. this is causing printing issues. please help . . . .

Is java enabled in your internet explorer for all users or only for the Desktop Administrators?
