when you run that CMD on server it will change the version of GPOs in GPOs engine immediately for all of the machines even on a server itself. and it ignore all of the processing, holdings and delays.
Then the Group Policy engine on the client tracks versions of the GPOs that are applied to the user and computer. By default, if none of the GPO versions change and the list of GPOs remains the same, the Group Policy engine will not reprocess policy.

this process (GPO version change and tracking) is updated in the background every 90 minutes by default. when we use that gpupdate /force cmd so it ignores that interval and applies immediately.

for example if we apply edit any of the applied GPO, the version change take place on the server but all of the wks sense that change in 90 min (by default). so if we run gpupdate /force in any of wks the engine immediately recheck the version and apply that change.
