Exchange 2010 Service pack (all versions) CoreXT wtl setup error

I just acquired a new client running exchange 2010 with no service packs.  Server is 2008 R2 SP1. I am unable to apply any exchange Svc packs.  All of them launch and then throw the error CoreXT base wtl setup exe is not responding.  Not finding any love on search engines.  I need at least service pack 2 for the New-mailboxrepairrequest cmdlet.  
Any thoughts on where to look for a solution to this event?

CoreXT bast wtl Setup exe is not responding.

I have SP1, 2 and 3 downloaded.  All three give this same error.

As far as , I am reading, you might need to reinstall your Exchange server again. I suggest you to better setup new server with latest service pack. Move all mailboxes to new server and decom old server.

Or if you don' want to perform this, I suggest you to call MS.
