I had this question after viewing Run Excel on your iPad - no downloads, no apps, no fees..

Good article!

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You should use the "Ask a Question" button that you'll find at the bottom of the referenced article to ask this question.
Nonetheless I could provide an answer: Try Greenshot.

After capturing to it's editor, there's a toolbox button for effects (magic wand and hat). It features (among other effects) a customizable "torn borders" effect, as you might see with this screenshot of your question:Screenshot of question with torn borders
Maybe there are other solutions, but this is really nice ;-)

I've settled on Faststone Capture as a solution on a duplicate post to this, but I'll give Greenshot a try also.
