Don't use the upgrade icon in your taskbar to upgrade. Rather download the iso of Windows 10 that corresponds with your version of Windows you are trying to upgrade from, Download the DVD iso, and only the non-combined version (not the one that includes 32 and 64 bit versions) using the media creation tool:

After that extract the contents from the iso file and run the setup.exe file. The upgrade should now work without the message you got.

It also depends which version of VMware workstation/server you are using, because older version may require a patch to support windows 10. After installing that there may be no issue
