WIndows 2012 RDS Printer Issue (default printer keeps changing)
I Open up a ticket a while ago about Default printer keep changing when pushed out with Group policy.

Clearing the users printer connections seems to work for a workaround but if I restart the printer spooler or reboot those servers I have to reach out to every user that I had to do this for and re do the same procedure. The user list having this issue has also Grown to more than 15 users.
I am opening this ticket looking to see if anyone has ever seen this issue and knows of a permanent solution.
I really would prefer not use Log in Scripts.

have you checked their RDP settings--are they bringing over the printers from their own systems to the RDS session?

Great Question . I forgot to mention the Policy that I have in place for Remote desktop session host are as follow:
Do not set default client printer to be default printer in a session: Enabled
Do not allow Client printer redirection: Enabled
Specify RD session Host server fallback printer driver Behavior: Enabled
Just in case I am also using a test user that has the does not have the local resources printers checked.

all I can think of to do is to use a logon script but you said you don't want that. sorry--suggest you request attention to your question
