Raise Domain Functional level
Went to raise the domain level and I got the following message:
You cannot raise the domain functional level because the domain includes Active Directory Domain Controllers that are not running the appropriate version of Windows.
The message also said that the current domain functional level was Windows Server 2003. We have no 2003 DC's in our environment, we only have 2008 and 2012.

Look in ADUC and Sites/Services for old DC's that were never removed from those places. That's the usual culprit.
