I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Are you building a console app that requires to pass the connection string or some parameters like username /password?
If so you can read them from the args array as shown in this link:
Sub Main(Byval args() As String)
   Dim username As String = args(0)
   Dim pwd As String = args(1)
  Console.Writeline("Argument: {0}", username)
   Console.Write("Press Enter to exit")
End Sub
