Are you building a console app that requires to pass the connection string or some parameters like username /password?
If so you can read them from the args array as shown in this link:
http://www.codeproject.com/Questions/429568/How-to-pass-parameters-to-an-exe-as-command-line-p
Sub Main(Byval args() As String)
   Dim username As String = args(0)
   Dim pwd As String = args(1)
  Console.Writeline("Argument: {0}", username)
   Console.Write("Press Enter to exit")
   Console.Read()
End Sub

not exactly sure of what you really want.

I couple of years ago, I write an article showing how to create an application that receives arguments: http://emoreau.com/Entries/Articles/2008/11/Passing-arguments-to-an-application-startup.aspx
