I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I suspect that the Activation of the new PC with the old Activation or Product key may be causing your problem. Try restarting it with the network disconnected
I have seen this error once. How I resolved it:

Boot up to get that error again. When the error is on the screen press Shift + F10. This opens a command prompt. Typre 'regedit' and press enter - this opens the registry editor.

Navigate to HKEY Local Machine > System > Setup > Status > ChildCompletion

Locate the 'setup.exe' key on the right. Double click and edit the value. Change it from '1' to '3'.
Reboot and the issue should be fixed.

Thank you !
I don't think I ever did find the answer but my best guess was a typo or a syntax error during the sysprep process.
