there an investigative method to determine why a particular domain is blacklisted? Can we administer steps from keeping this from occurring again for domain?
When you say blacklisted are you talking from an email perspective?
Check on mxtoolbox.com and if blacklisted then follow removal description.

I had this problem years ago at a company I was working for. Our servers were sending out spam. There were budget constraints and we were running an outdated version of Scanmail from Trend. Trend did in fact inform me that we needed to upgrade to their latest version. After the money was approved for it, I implemented the new version and all the problems were over.
Westwoodspot.com is still listed on LASHBACK 148.163.158.1 was listed...
