bootstrap RWD

i have used bootstrap to develop, but the site is not rendering in mobile version, it comes up as desktop version in mobile too. please help with what is the problem.

I don't get why you're doing it that way. Framesets are not supported in html5 for good reason, they're bad for usability and accessibility. Plus it's very bad for SEO. Why use obsolete technology?

You can try adding this meta tag to the head of the page with the frame, but you should rethink the frames set up. Or at least switch to iframes.
