Install hyper-v on a window 7 machine

Can I install hyper-v on a window 7 machine and install on top of it window machine same as I would do with VMware?

No. You cannot install hyper-v with win7 as a host.
If you want to use Hyper-V on Windows 7.0 these are you options

1. Upgrade to Windows 8.1 Pro.
2. Install VMware Workstation 12.0, and Create a Virtua Machine and the install Windows 2012/WIndows 8.0 and add the Hyper-V role.

Dose the hose machine need to be window 8.1 pro and up, or can I do the same with a Virtual 8.1 pro and up Machine that is running in VMware, (install in this Virtual 8.1 pro and up Machine VMware Workstation, and Create a Virtual Machine Windows 2012?

Thank you Mohammed for your respond. you mention VirtualBox, I am experiencing difficulty with VMware see WMware lab would you be comfortable to recommend from VMware to  VirtualBox? before I start building a hyper V environment my be should I switch.
In your scenario, I would and the worse that could happen is that if you are not happy, you could always remove it. I used to use VirtualBox until I went to windows8.
