We have a Exchange server 2010. We want to restrict the attachment size of internal users. External users it is 20 MB, but for internal users I want to restrict it to 3 MB.
Is it possible, if so how?

I don't think there is a option in Transport. When you create the rule, you select from 'inside the organization'. in Action you dont have attachment option.

Doesn't that include affect internal and external emails.

Sorry I have to edit my question. Internal emails i.e. communication between internal users should have a restriction of 3 MB and external emails should be 20 MB i.e. Internal to External emails. and External and Internal emails
1) In conditions you select Inside Organization
2) In actions you are asking to send bounce messages, but where is the condition. If I do that it will send rejection message to all users.

Thanks Muhammad. It worked. Setup rule as per below
Setup a transport rule from users internal users, sent user internal users, attachment size limit 3mb and error reference 5.7.666.
